The signboard says ‘Wear Helmet’, but many motorists don’t wear a helmet. In this particular picture, the pillion rider is carrying the helmet on his hands instead of wearing it on the head.

Wear helmet, but where? Not in hand of course?
Thank you Gym Boy. I had taken a few more snaps like this, but posted this one even though the bike rider is blurred because he was having the helmet but not wearing it.
